SCHOOL COMMUNITY RELATIONS
3260 BOOSTER CLUBS & PARENT TEACHER ORGANIZATIONS



Booster clubs or other related organizations may be created to promote community support and to raise funds for specific school activities or programs. The Board of Education formally recognizes the Spencerport Music Booster Club and the Spencerport Sports Booster Club, and each building Parent Teacher Organizations as the only groups authorized to raise funds using the Spencerport School District name/logo or Rangers name/logo under this policy. 

Organizations of this nature which are recognized by the Board may not discriminate on the basis of sex, color, national origin, ethnic background, disability, religion or any other arbitrary criteria.

Rules and regulations will be established to govern the activities of booster clubs and other related organizations (e.g., sub-committees).  

 As to these organizations recognized above, the Board has the following expectations: 

a) Financial records be maintained and made available, upon request, for Board and/or public inspection;
b) Fund raising activities will be approved in advance by the director/building administrator and Superintendent or his/her designee. Approval shall be limited to the type, purpose, date and location of the activity. The District shall have no control over the organization or operation of the activity. Fundraising should benefit students collectively, or in recognized groups, or an agreed upon beneficiary.
c) Organizations will recognize the finite resources of our community and no one organization will take precedence over the others. 
d) Organizations wishing to make a contribution to the District must adhere to the District’s policy and regulations regarding the acceptance of gifts.
e) All sub-committees of the booster club will operate under the auspices of the Board approved booster club.
f) Fundraisers that benefit families/individuals are not tax-deductible and donors will be made aware of this. 
g) Organizations will seek advance approval for any use of school facilities pursuant to facilities use regulations. 
h) Use of District trademarks and logos will be consistent with Policy 5260. Fundraising activities will include a disclaimer that the event is not District sponsored/run.

Violations of District policy or regulations may result in the dissolution of the club or organization. The Board reserves the right to revoke recognition of any organization.

Student fundraising activities related to extra-curricular student activities are not covered by this policy. Please refer to policy 7450.

Title IX

The District has a responsibility under Title IX to ensure that boys' and girls' programs are provided with equivalent benefits, treatment, services, and opportunities regardless of their source. When determining equivalency, therefore, benefits, services, and opportunities attained through private funds—including donations, fundraising, and booster clubs—must be considered in combination with all benefits, services, and opportunities. However, unequal expenditures for male and female teams will not necessarily constitute noncompliance with the Title IX requirements.
